Title: NOTE C U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT CAPITAL ADVANCE Accounting Policies: NOTE A BASIS OF PRESENTATIONThe accompanying schedule of expenditures of federal awards includes the federal grant activity ofPine Grove Housing Development Corporation, operating as Pine Grove Apartments, HUD Project No.064-EE045 and is presented on the accrual basis of accounting. The information in this schedule ispresented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200,Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards(Uniform Guidance). Because the Schedule presents only a selected portion of the operations of PineGrove Housing Development Corporation, it is not intended to and does not present the financialposition, changes in net assets, or cash flows of Pine Grove Housing Development Corporation.NOTE B SUMMARY OF SIGNIFICANT ACCOUNTING POLICIESExpenditures reported on the Schedule are reported on the accrual basis of accounting. Suchexpenditures are recognized following the cost principles contained in the Uniform Guidance, whereincertain types of expenditures are not allowable or are limited as to reimbursement. De Minimis Rate Used: N Rate Explanation: Pine Grove Housing Development Corporation has elected not to use the 10-percent de minimis indirect cost rateallowed under the Uniform Guidance. Pine Grove Housing Development Corporation has received a HUD capital advance under Section 202 of the National Housing Act. The capital advance balance outstanding at the beginning of the year is included in the federal expenditures presented in the Schedule. Pine Grove Housing Development Corporation received no additional loans during the year. The balance of the capital advance outstanding as of September 30, 2022 was $3,678,100.

FINDING No. 2022-001: Section 202 Supportive Housing for the Elderly, CFDA 14.157 Finding Resolution Status: Resolved. Information on Universe Population Size: Ninety-two tenants. Sample Size Information: Ten tenants. Identification of Repeat Finding and Finding Reference Number: Yes, 2021-001. Criteria: HUD regulation requires all tenants to have income verified through the use of Enterprise Verification (EIV) reports with the corresponding documentation maintained. Statement of Condition: Of the tenant files selected, one tenant did not complete nor retain timely verification of initial income through the use of EIV reports. Cause: The Project did not adhere to HUD regulations for initial eligibility and leasing activities and did not perform/retain timely income verification. Effect or Potential Effect: Eligibility verification not performed nor retained in accordance with HUD regulations. Assistance may be disallowed. Auditor Non-Compliance Code: R ? Section 8 Program Administration Reporting Views of Responsible Officials: The Project agrees with the finding and the auditor?s recommendations have been adopted. Recommendation: The Project should implement procedures to ensure the verification of eligibility by obtaining all required documents for potential tenants, verifies initial tenant income through the EIV system in a timely manner and maintain all required tenant documentation. Response Indicator: Agree. Completion Date: 9/6/2022 Response: Automatic alerts have recently been activated in OneSite, based on individual tenant move in dates to remind the manager it is time to pull the 90 day EIV Income Report. Managers have been trained that the 90-day EIV Income reports are required and must be pulled, reviewed, and placed in the tenant file.
