Title: PROGRAM COSTS
Accounting Policies: GENERAL: The accompanying Schedule of Expenditures of Federal Awards (the “Schedule”) presents the activity of all federal award programs of Safe Harbor, Inc. (the “Organization”) for the year ended December 31, 2024. All federal awards received directly from the federal agencies, as well as those passed through other government agencies, are included on the Schedule. BASIS OF ACCOUNTING: The accompanying Schedule is presented using the accrual basis of accounting. RELATIONSHIP TO FINANCIAL STATEMETNS: Federal award expenditures are reported in the Organization’s financial statements as expenses in the Statement of Activities. RELATIONSHIP TO FEDERAL FINANCIAL REPORTS: Amounts reported in the accompanying Schedule agree with the amounts reported in the related federal financial reports except for timing differences relating to expenditures made subsequent to the filing of the federal financial reports.

Rate Explanation: The Organization has elected to use the 10% or 15% de minimis indirect cost rate as applicable allowed under the Uniform Guidance except for awards that can be fully utilized with direct costs.
The Organization spent $70,977 of State funds under the domestic violence grants shown on the Schedule (grant/contract numbers 4400035816 and 4400033119) in addition to the federal expenditures shown on the Schedule for these two grants.
