During the year ended August 31, 2024, Sunset Park participated in the New York State Department of Health, Special Supplemental Food Program for Women, Infants, and Children (“WIC”) through the receipt and distribution of food checks. The United States Department of Agriculture has determined that such WIC food instruments are considered “property in lieu of money” and, accordingly, should be considered part of the subgrant award received by Sunset Park. WIC program funding is comprised of the value of food checks redeemed as well as reimbursement for administrative costs. The WIC program funding has both a federal and state component (from the New York State Department of Health and Human Services). For the year ended August 31, 2024, Sunset Park’s total value of the food checks redeemed was $13,566,106 of which 100% was federally funded, and total administrative costs were $2,232,892, of which 83.8%, $1,871,164, was federally funded. Only the federally funded component of the WIC program is included in the Schedule in ALN 10.557.

As set forth in the accompanying Schedule, Sunset Park functioned as a pass-through entity and provided awards to the following sub-recipients in relation to the Section 330 grant as follows:

Federal Agency: Department of Health and Human Services Program: Community Health Worker Training Program Assistance Listing #:93.516 Grant Period: 9/15/22-9/14/25 Criteria The Notice of Funding Opportunity published by the U.S. Department of Health and Human Services Health Resources & Services Administration Bureau of Health Workforce for the Community Health Worker Training Program (“CHWTP” or “the program”) defines eligible trainees as those meeting the eligibility criteria outlined below: (1) Eligible trainees are individuals with a minimum of a high school diploma or GED certificate (2) Trainees receiving support from grant funds must be a citizen of the United States or a foreign national having in his/her possession a visa permitting permanent residence in the United States (3) Trainees supported by CHWTP receiving financial support must be enrolled full- or part-time in the school or program receiving the CHWTP grant funding. Organizations receiving funding under the CHWTP are required to verify the eligibility of trainees. Condition Sunset Park maintained records of eligibility verification supporting criteria (1) and (3) above, however, verification of criteria (2) above was not maintained. For criteria (2), Sunset Park verified eligibility with trainees through verbal attestation, however, supporting documentation was not maintained. Cause Sunset Park did not have a control process in place to document that trainee eligibility criteria (2) is verified prior to enrollment in the program. Effect Sunset Park did not maintain documentation of trainee eligibility for criteria (2). Sunset Park subsequently obtained documentation verifying the eligibility of the 9 trainees included in our audit sample, and therefore there are no questioned costs associated with this finding. Sunset Park has also contacted the remaining trainees in the program in order to obtain and maintain documentation for 100% of program participants. Questioned Costs There are no questioned costs associated with this finding. Recommendation Sunset Park should obtain and maintain evidence supporting that existing trainees that have received funding under the CHWTP in fiscal year 2024 meet eligibility criteria (2). Going forward, Sunset Park should establish a process to ensure that trainees are eligible for the CHWTP prior to enrollment in the program and maintain documentation to support that these eligibility reviews have taken place.
