Title: Note 3- Noncash Awards
Accounting Policies: This schedule is prepared on the same basis of accounting as the Kiona-Benton City School District’s financial statements. The district uses the modified accrual basis of accounting. Expenditures represent only the federally funded portions of the program.
De Minimis Rate Used: N
Rate Explanation: The district has elected not to use the 10-percent de minimis indirect cost rate allowed under the uniform guidance. The district elected to use the Federal Restricted Rate of 6.89% with the exceptions being 6.81%, 6.91%, 17.41%, and 19.85%. The 6.81% rate was used for our Homeless Youth and Children grant. The 6.91% rate was used for our SPED IDEA Cluster awards. The 17.41% rate is being used for ESSER 3 80% and ESSER 3 Learning Loss. The
19.85% rate was used for our Attendance and Reengagement grant.
The amount of commodities reported on the schedule is the value of commodities received
by the district during the current year and priced as prescribed by the U.S. Department of
Agriculture.

The district operates a “schoolwide program” in two buildings. Using the federal funding, schoolwide programs are designated to upgrade an entire educational program within a school for all students, rather than limit services to certain targeted students. The federal program amount that was expended by the Kiona-Benton City School District in its schoolwide program: Title 1 (84.010) $352,153.
