Title: Note 1 - Basis of Presentation
Accounting Policies: Summary of Significant Accounting Policies Expenditures reported on the Schedule are
reported on the accrual basis of accounting, which is described in Note 1 to Tulip Tree’s
financial statements. Such expenditures are recognized following the cost principles
contained in Uniform Guidance, wherein certain types of expenditures are not allowable
or are limited to reimbursement.
De Minimis Rate Used: N
Rate Explanation: Tulip Tree has elected to not use the 10% de minimis indirect cost rate allowed under the
Uniform Guidance.
The accompanying Schedule of Expenditures of Federal Awards includes the federal
grant activity of Tulip Tree Health Services (Tulip Tree) under programs of the federal
government for the year ended June 30, 2024. Expenditures reported in the Schedule are
reported on the same basis of accounting as the financial statements, although the basis
for determining when federal awards are expended is presented in accordance with the
requirements of the Uniform Guidance, wherein certain types of expenditures are not
allowable or are limited as to reimbursement. Therefore, some amounts presented on this
schedule may differ from amounts presented in or used in the preparation of the financial
statements.

The purpose of the Health Center Program (HCP) is to improve the health of the Nation’s
underserved communities and vulnerable populations by assuring continued access to
comprehensive, culturally competent, quality primary health care services. HCP grants
support a variety of community-based and patient-directed public and private nonprofit
organizations that provide primary and preventive health care services to the Nation’s
underserved.
