In May of 2022, the School Corporation returned $488,303 in Medicaid reimbursement moniesas a result of a possible overpayment for services rendered over a seven-year period. TheCorporation had contracted with an outside vendor as their Medicaid reimbursement provider.The vendor did not require providers to acknowledge receipt of doctors referrals for speech andoccupational therapy services received. Upon advice of counsel, the Corporation voluntarilyreimbursed all federal and state Medicaid payments received over the seven-year period. TheState of Indiana is currently working on determining the amount of funding that will be returnedto the Corporation for the State portion which was returned in an abundance of caution.Since the June 30, 2021 school year was included in the amount returned, the SEFA shows thefederal amount of Medicaid as on June 30, 2021. The federal Medicaid amount recorded for theJune 30, 2022 SEFA amounts was the amount received in that year less the amount received inthe prior year, resulting in a negative amount.

The School Corporation had not designed, nor implemented a system of internal control to ensure that the annual Elementary and Secondary School Emergency Relief (ESSER) annual Data Collection reports (Reports) were complete and accurately submitted. The Reports were prepared by one employee without an oversight or review process in place to prevent, or detect and correct, errors. Additionally, for one of seven key line items tested the School Corporation could not provide supporting documentation.
