Accounting Policies: The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal grant activity of Xavier University of Louisiana (the University) and is presented on the accrual basis of accounting. The information in this Schedule is presented in accordance with the requirements of the Uniform Guidance, Audits of States, Local Governments, and Non-Profit Organizations. Therefore, some amounts presented in this schedule may differ from amounts presented in, or used in the preparation of, the basic financial statements. De Minimis Rate Used: N Rate Explanation: The University has not elected to use the ten percent (10%) de minimis indirect cost rate allowed under the Uniform Guidance. Instead, the University utilizes the Modified Total Direct Cost rate which approximates forty-two percent (42%).

S. Department of Education Pass-Through Entity Not applicable Criteria The May 2024 Compliance Supplement for the Student Financial Assistance Cluster, Title IV Regulations, compliance requirement N - Special Tests and Provisions, #6, Enrollment Reporting stipulated when a Direct Loan was made to or on behalf of a student who was enrolled or accepted for enrollment at the institution, and the student ceased to be enrolled on at least a half-time basis or failed to enroll on at least a half-time basis for the period for which the loan was intended; or a student who is enrolled at the institution and who received a loan under Title IV has changed his or her permanent address, the institution must report the change in its next updated Enrollment Reporting Roster file (due within 60 days of the change).   Conditions and Context I noted during my audit ten (10) students out of twenty-five (25) tested whose enrollment status was not reported or not reported within the prescribed sixty (60) days of the change. Cause It appears that the University was delayed in completing the enrollment submissions causing the enrollment status changes to be reported beyond the required sixty (60) days. Questioned Costs For the purposes of the condition, I do not have any questioned costs. Effect Noncompliance with federal regulations. The University did not report on the student’s status change timely. Repeat Finding No. Recommendation I recommend that the University adheres to the federal regulations by ensuring the students’ enrollment status is reported within the required sixty (60) day timeline.
