Title: BASIS OF PRESENTATION
Accounting Policies: Expenditures reported on the schedule of expenditures of federal awards are reported on the modified accrual basis of accounting. Suchexpenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures arenot allowable or are limited as to reimbursment. Certain amounts shown on the schedule of expenditures of federal awards representadjustments or credits made in the normal course of business to amounts reported as expenditures in prior years. The District haselected to use the 10-percent de minimis indirect cost rate as allowed under the Uniform Guidance.

The accompanying schedule of expenditures of federal awards and state financial assistance include the award activity of the Districtunder programs of the federal government, for the year ended December 31, 2022. The information in this Schedule is presented inaccordance with the requirements of Title 2 U.S.Code of Federal Regualations Part 200, Uniform Adminstrative Requirements, CostPrinciples, and Audit requirements for Federal Awards (Uniform Guidance). Because the schedule of expenditures of federal awardspresent only a selected portion of the operations of the District, they are not intended to and do not present the financial position,statement of activities, or cash flows of the District.
