De Minimis Rate Used: N Rate Explanation: The Administration does not have a federally negotiated indirect cost rate applicable to the programs and therefore there is no election to the 10 percent de minimis cost rate as defined in 2 CFR 200.414 The accompanying schedule of expenditures of federal awards (the “Schedule”) includes the federal award activity of the Puerto Rico Public Housing Administration under programs of the federal government for the year ended June 30, 2024. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Puerto Rico Public Housing Administration, it is not intended to and does not present the financial position, changes in net assets or cash flows of Puerto Rico Public Housing Administration

During our review of the internal controls procedures with respect to this program, we noted that there is no evidence of monitoring processes in place that allowed the Administration to timely prevent or detect any non-compliance with the compliance requirements for this program related to eligibility and reporting
