Title: United States Department of Homeland Security – Federal Emergency Management Agency Public Assistance Accounting Policies: Expenditures for direct and indirect costs are recognized as incurred using the accrual method of accounting and the cost accounting principles contained in the Uniform Guidance, as applicable. Under these cost principles, certain types of expenditures are not allowable or are limited as to reimbursement. The categorization of expenditures by program included in the Schedule is based upon the Assistance Listing Number (ALN). No grant monies expended and reported within the Schedule were passed-through to subrecipients. De Minimis Rate Used: Y Rate Explanation: If necessary, the System will elect to use the 10% de minimis indirect cost rate as allowed under the Uniform Guidance. The Schedule includes expenditures totaling $17,593,508 being reported under the United States Department of Homeland Security – Federal Emergency Management Agency (FEMA) ALN 97.036. Of these expenditures, $4,025, $12,831,625, $1,933,652 and $2,824,206 was incurred by the System during the years ended June 30, 2023, 2022, 2021 and 2020, respectively. In accordance with the 2024 OMB Compliance Supplement, the System's Project Worksheets covering the expenditures were approved by FEMA during the year ended June 30, 2024 and are therefore reported on the Schedule during the year ended June 30, 2024. During the audit process, it was determined that a portion of the total expenditures reported on the Schedule for the year ended June 30, 2024 were included within the System's Project Worksheets that were approved by FEMA during the year ended June 30, 2023 but were excluded from the Schedule during the year ended June 30, 2023. These excluded expenditures relate to the major program audited in both 2023 and 2024, and have been included in the Schedule for the year ended June 30, 2024. In February 2025, the System received notification that FEMA is currently conducting a project and applicant review over certain project worksheets that were submitted and approved by FEMA during the year ended June 30, 2024. Depending upon the results of this review, the System's ability to retain distributions received may be impacted. Following is a list of FEMA funds included in the Schedule by entity: Elliot Health System and Affiliates - $15,596,388 and Southern New Hampshire Health System, Inc. - $1,997,120.
