Accounting Policies: Expenditures reported on the Schedule are reported on the modified accrual basis of accounting, which is described in Note 1 to the County’s basic financial statements. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Negative amounts shown on the Schedule represent a realignment or change in funding source made in the normal course of business to amounts reported as expenditures in the prior years.

Rate Explanation: The County has not elected to use the 10-percent de minimis indirect cost rate allowed under the Uniform Guidance.
The accompanying Schedule of Expenditures of Federal Awards (the Schedule) includes the federal award activity of the County of Coös, New Hampshire (the County) under programs of the federal government for the year ended December 31, 2023. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the County of Coös, New Hampshire, it is not intended to and does not present the financial position or changes in net position of the County.

During the year ended December 31, 2022, the County recognized total revenue of $823,599 from the Provider Relief Fund (ALN #93.498). This amount is reported on the Schedule of Expenditures of Federal Awards for the year ended December 31, 2023, per Uniform Guidance and based upon the Provider Relief Fund reports submitted to the United States Department of Health and Human Services. The amount reported is comprised of funding received in support of lost revenues and expenditures of the Coös County Nursing Home and West Stewartstown Nursing Hospital as follows:
