Title: Basis of Presentation
Accounting Policies: (1) Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
De Minimis Rate Used: N
Rate Explanation: The Compassion Health Care did not elect to use the 10-percent de minimis indirect cost rate allowed under UniformGuidance.
The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of the Compassion Health Care under programs of the federal government for the year ended May 31, 2022. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements of Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Compassion Health Care, it is not intended to and does not present the financial position, changes in net assets, or cash flows of the Compassion Health Care.

Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.

Rate Explanation: The Compassion Health Care did not elect to use the 10-percent de minimis indirect cost rate allowed under UniformGuidance.
For entities with May 31 fiscal year-ends, the first SEFA reporting period for PRF expenditures (including lost revenue) was December 31, 2021. Based on current guidance from the Department of Health and Human Services (HHS), PRF expenditures (including lost revenue) are to be reported on the SEFA based upon PRF reports submitted through the Health Resources and Services Administration (HRSA) reporting portal. Therefore, the amount of PRF expenditures included on the FYE May 31, 2022 SEFA is based upon the PRF reporting portal guidelines for Periods 1 and 2, as specified by HHS.
