(CSO) is the reporting entity for financial reporting purposes as defined in Note 1 to the financial statements. The accompanying Schedule of Expenditures of Federal Awards is presented using the accrual basis of accounting, which is described in Note 1 to CSO's financial statements. De Minimis Rate Used: N Rate Explanation: CSO did not use the 10% de minimis indirect cost rate. Through the Emergency Food Assistance Program, CSO obtained from the Department of Agriculture $114,705 of donated commodities passed through Northumberland County.
