Title: NOTE D--NONCASH ASSISTANCE Accounting Policies: NOTE A--BASIS OF PRESENTATION The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal grant activity of New York State Federation of Growers’ and Processors’ Associations, Inc. D/B/A Agri-Business Child Development (“ABCD”) (a not-for-profit corporation) under programs of the federal government for the year ended March 31, 2024. The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of ABCD, it is not intended to and does not present the financial position, changes in net assets, or cash flow of ABCD. NOTE B--SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES Basis of Accounting Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in Title 2 U.S. Code of Federal Regulations Part 230, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Pass-through entity identification numbers are presented where available. Relationship to Basic Financial Statements Federal awards revenues are reported in the basic financial statements as federal government revenue. The basic financial statements are presented using the accrual basis of accounting. De Minimis Rate Used: N Rate Explanation: ABCD has not elected to use the 10 percent de minimis indirect cost rate as allowed under the Uniform Guidance. There were no federal awards expended in the form of noncash assistance by ABCD during the year ended March 31, 2024, and accordingly, no amounts were reported on the Schedule.
