Accounting Policies: Basis of Accounting: For purposes of the Schedule of Expenditures of Federal Awards (“Schedule”), expenditures for federal programs are recognized on the accrual basis of accounting. Expenditures are determined using the cost accounting principles and procedures set, as required by Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (“Uniform Guidance”). Altura Centers for Health (“Altura”) is a California nonprofit public benefit corporation which was formed in 1997 for the specific purpose of providing quality health care and other related charitable and educational opportunities to people of all ages and incomes living in and around the rural area of Tulare, California. This purpose includes medical and preventive health services, dental health services, and education concerning health care needs and issues.
