Accounting Policies: GENERAL The accompanying Schedule of Expenditures of Federal and State Financial Awards presents the activity of all Federal and State financial assistance programs of the South East Texas Regional Planning Commission. All federal awards received directly from Federal agencies and Federal and State awards passed through state agencies are included on the Schedule. BASIS OF ACCOUNTING The accompanying Schedule of Expenditures of Federal and State Financial Awards is presented using the modified accrual basis of accounting. The modified accrual basis of accounting is described in Note 1 of the basic financial statements. INDIRECT COSTS The South East Texas Regional Planning Commission has elected not to use the 10% de minims indirect cost rate as allowed in the Uniform Guidance. De Minimis Rate Used: N Rate Explanation: The auditee did not use the de minimis cost rate.
