The loan is a Community Disaster Loan awarded by FEMA with a total issue of $4,936,305 million at 2.625%. These notes provided operational funding for local governments to continue to operate after a substantial revenue loss caused by a disaster. On September 30, 2021, the United States Congress passed The Extending Government Funding and Delivering Emergency Assistance Act (P.L. 117-43) According to P.L. 117-43, Section 1601. (a), Repayments of the remaining balances of all loans, as of September 30, 2021, by the Federal Emergency Management Agency under section 417 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5184) are hereby cancelled. Therefore, the outstanding balance ($4,936,305) of the referenced CDL was cancelled pursuant to P.L. 117-43.

On March 11, 2021, was signed into law the American Rescue Plan Act (ARPA) of 2021, the latest COVID-19 stimulus package. Within ARPA, the Coronavirus State and Local Fiscal Recovery Fund provides $350 billion for states, municipalities, counties, tribes, and territories, including $130.2 billion for local governments split evenly between municipalities and counties. Accordingly, the Municipality received a grant under Counties and Non-Entitlements categories $3,135,200 to respond to the COVID-19 public health emergency and its economic impacts. The Municipality will incur ARPA grant expenditures in the following fiscal years.
