Title: Federal Loans Accounting Policies: The accompanying Schedule of Expenditures of Federal Awards (Schedule) includes the federal award activity of Municipal Authority of Westmoreland County (Authority) and is presented on the accrual basis of accounting. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements of Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Authority, it is not intended to and does not present the financial position, changes in fund balance or cash flows of the Authority. The Schedule of Expenditures of Federal Awards is based upon information provided by the various funding sources to the Authority and other information available at the time this Schedule was prepared. De Minimis Rate Used: N Rate Explanation: The Authority has elected not to use the 10-percent de minimis indirect cost rate allowed under Uniform Guidance. The Authority was approved by the USDA Rural Utilities Service to receive a loan totaling $1,298,000 to build a sewer treatment plant. Interim loan financing was received for the construction period. The amount listed for this loan includes the beginning of the period loan balance plus proceeds used during the fiscal year. The balance owed as of March 31, 2024 is $1,293,665.
