Title: Note E - U.S. Department of Treasury Accounting Policies: Expenditures reported on the schedule are reported on the accural basis of accounting. Such expenditures are recognized following the cost principles conatined in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. De Minimis Rate Used: N Rate Explanation: The Hospital has elected not to use the 10% de minimis indirect cost rate allowed under the Uniform Guidance. The Hospital received amounts from the U.S. Department of the Treasury passed through the County of Oneida, New York from the Coronavirus State and Local Fiscal Recovery Funds (Federal Financial Assistance Listing No. 21.027) during the year ended December 31, 2023 totaling $3,000,000. The Hospital incurred eligible expenses and, therefore, recognized revenue totaling $3,000,000 for the year ended December 31, 2023 on the consolidated financial statements. The program's expenditures recognized on the schedule are based on the reporting of expenses incurred from April 2022 to August 2023 which were obligated by the County of Oneida, New York in 2023.

In accordance with the 2023 compliance supplement, the program’s expenditures recognized on the schedule are based on the reporting of expenses incurred from March 16, 2020 to May 11, 2023 which were obligated by DHS during 2023, as required under the compliance supplement.
