Title: General Information Accounting Policies: See Note 2 of the financial statements De Minimis Rate Used: N Rate Explanation: The Health Federation of Philadelphia has a negotiated indirect cost rate and therefore did not elect to use the de minimis indirect cost rate. The accompanying Schedule of Expenditures of Federal, State and Local Awards presents the activities in all the federal, state and city financial assistance programs of the Health Federation of Philadelphia, Inc. All financial assistance received directly from federal agencies as well as financial assistance passed through other governmental agencies or non-profit organizations are included on the schedule.

The accompanying Schedule of Expenditures of Federal, State and Local Awards is presented using the accrual basis of accounting. The amounts reported in this schedule as expenditures may differ from certain financial reports submitted to federal funding agencies due to those reports being submitted on either a cash or modified accrual basis of accounting. The Health Federation of Philadelphia has a negotiated indirect cost rate and therefore did not elect to use the 10% de minimis indirect cost rate.

Federal, State and City expenditures are reported on the statement of Functional Expenses as Program Services. In certain programs, the expenditures reported in the basic financial statements may differ from the expenditures reported in the Schedule of Federal, State and Local Awards due to program expenditures exceeding grant or contract budget limitations, which are not included as Federal, State and Local Awards.

Major programs are determined using a risk-based approach. A Type-A program is defined as a program where total Federal expenditures are the larger of 3% of Federal funds expended or $750,000. Those programs not labeled Type-A are considered Type-B programs. Risk assessments are performed on both Type-A and Type-B programs in accordance with Federal guidelines. Based on this assessment, programs are selected as major programs.
