Title: Basis of Presentation Accounting Policies: Expenditures reported on the Schedule of expenditures of Federal Awards are reported on the accrual basis of accounting, except for the following grants: ● The Grants to Provide Outpatient Early Intervention Services with Respect to HIV Disease (Ryan White HIV/AIDS Program Part C) (assistance listing number 93.918) is presented based on the cash drawdowns during the calendar year 2023, which is approved by the U.S. Department of Health and Human Services. ● Disaster Grants – Public Assistance (Presidentially Declared Disasters), federal assistance listing number 97.036, represents reportable expenditures when both of the following criteria are met (1) the Federal Emergency Management Agency has approved the Organization’s project, and (2) the eligible expenditures have been incurred. De Minimis Rate Used: N Rate Explanation: The Hospital has elected not to use the 10% de minimis indirect cost rate as allowed under the Uniform Guidance. The accompanying Schedule of expenditures of Federal Awards (the Schedule) includes the federal award activity of St. John’s Riverside Hospital and Subsidiary (the Hospital) under programs of the federal government. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Hospital, it is not intended to and does not present the financial position, changes in net assets (deficit), or cash flows of the Hospital.
