Title: GENERAL INFORMATION Accounting Policies: The accompanying schedules of expenditures of federal awards and state financial assistance are presented using the cash basis of accounting. Expenditures are reported for the year ended December 31, 2023 except for Temporary Assistance for Needy Families (“TANF”) Public Assistance (Assistance Listing #93.558), which is reported on a December 1 fiscal year end basis consistent with the basic financial statements. Additionally, the TANF amount has been presented as “Gross” expenditures excluding the effect of federal and state collections as of a result of a change in reporting by the New Jersey Department of Human Services, Division of Family Development. De Minimis Rate Used: N Rate Explanation: Middlesex County Board of Social Services has not previously received a negotiated indirect cost rate nor has it elected to use the 10% de minimus indirect cost rate allowable under Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. The accompanying schedules of expenditures of federal awards and state financial assistance include all of the federal and state grant activity of Middlesex County Board of Social Services. The information in these schedules is presented in accordance with the requirements of Uniform Guidance and New Jersey OMB Policy Circular 15-08-OMB, Single Audit Policy for Recipients of Federal and State Grants.
