Accounting Policies: 1. BASIS OF PRESENTATION The accompanying schedule of expenditures of federal and state awards (the “Schedule”) includes the federal and state award activity of the El Paso Center for Children, Inc., under programs of the federal and state government for the year ended December 31, 2023. The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Award (Uniform Guidance) and the Texas Grant Management Standards. Because the schedule presents only a selected portion of the operations of the El Paso Center for Children, Inc., it is not intended to and does not present the financial position, changes in net assets, or cash flows of the El Paso Center for Children, Inc. 2. BASIS OF ACCOUNTING Accounting and Financial Reporting - The schedule of expenditures of federal and state awards is presented using the accrual basis of accounting, which reflects the flow of economic resources measurement focus and requires recognition of revenue when earned and expenses when incurred. Period of Performance - The period of performance for federal and state grants for the purpose of liquidation of outstanding obligations made on or before the ending date of the federal and state project period extended 90 days beyond the federal and state project period ending date, in accordance with provisions in Section H, Period of Performance of Federal Funds, Part 3, OMB Compliance Supplement - May 2023, and Closeout Requirements of the Texas Grant Management Standards. Matching - Matching contributions for the year ended December 31, 2023 were as follows: See the Notes to the SEFA for chart/table. Program Income - Program income was not generated from any of the federal or state awards. Non-Cash Assistance - El Paso Center for Children, Inc. did not receive any federal or state awards in the form of non-cash assistance during the year. De Minimis Rate Used: N Rate Explanation: The Center did not elect to use the 10% de minimis indirect cost rate but used the indirect cost rate assigned by the Department of Health and Human Services and allowed by the granting agency.
