Accounting Policies: The accompanying schedule of expenditures of federal awards (the Schedule) includes federal grant expenditures of Norton Healthcare, Inc. and Affiliates (the Corporation) under programs of the federal government for the year ended December 31, 2023 and is presented using the accrual basis of accounting. The information in the Schedule is presented in accordance with requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).
De Minimis Rate Used: N
Rate Explanation: The Corporation did not elect to utilize the de minimis cost rate allowed by the Uniform Guidance.
The Schedule includes $60,303,095 received from the U.S. Department of Health and Human Services (HHS) between January 1, 2022 and December 31, 2022 under Assistance Listing No. 93.498, Provider Relief Fund and American Rescue Plan (ARP) Rural Distribution (PRF) program. In accordance with guidance from HHS, this amount was reported during Period 5 and Period 6 in the HHS PRF Reporting Portal. This amount was recognized as CARES Act and ARP Provider Relief Fund revenue in the combined financial statements in the accompanying combined statement of operations and changes in net assets during the year ended December 31, 2022.
