Title: RESEARCH AND DEVELOPMENT CLUSTER
Accounting Policies: 1. BASIS OF PRESENTATION
The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of National Council on Radiation Protection and Measurements (NCRP) under programs of the federal government for the year ended December 31, 2023. The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of NCRP, it is not intended to and does not present the financial position, changes in net assets, functional expenses, or cash flows of NCRP.
2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
Expenditures reported on the schedule of expenditures of federal awards are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Expenditures include a portion of costs associated with general activities (indirect costs) which are allocated to federal awards under negotiated indirect cost rates and are adjusted to actual rates at year end.

Rate Explanation: INDIRECT COSTS
Indirect costs are calculated and applied in accordance with grant and contract requirements. Indirect costs applied are calculated as a percentage of direct costs (see Note 5). The provisional indirect cost rate billed during 2023 was 104.82%. NCRP has not elected to use the 10 percent de minimis indirect cost rate as allowed under the Uniform Guidance.
As required by the Uniform Guidance, NCRP treated all research and development (R&D) federal
programs as a “cluster of programs,” which met the criteria for a major program.
