Accounting Policies: Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
De Minimis Rate Used: Y
Rate Explanation: Only the YouthBuild grant utilized the 10% de minimis indirect cost rate. No other grants charges indirect costs or utilized a de minimis cost rate.
The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of the Housing Authority of the City of Eufaula, Alabama (the Housing Authority) under programs of the federal government for the year ended December 31, 2023. The information in this Schedule is presented in accordance with requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Housing Authority, it is not intended to and does not present the financial position, changes in financial position, or cash flows of the Housing Authority.

The Housing Authority is reimbursed for indirect costs under the YouthBuild program only and does use the 10 percent de minimis indirect cost rate allowed under the Uniform Guidance for that program. None of the other programs for the Housing Authority are reimbursed for indirect costs and do not use the 10 percent de minimis indirect cost rate allowed under the Uniform Guidance or any other indirect cost rate.
