Accounting Policies: Basis of Accounting
Expenditures reported on the Schedule are reported on the accrual basis of accounting, consistent
with the manner in which the Authority maintains its accounting records. All expenses and capital
outlays are reported as expenditures. Such expenditures are recognized following the cost
principles contained in the Uniform Guidance, wherein certain types of expenditures are not
allowable or are limited as to reimbursement. Pass-through entity identifying numbers are
presented where available. The Authority has not elected to use the 10-percent de-minimis indirect
cost rate allowed under the Uniform Guidance.
De Minimis Rate Used: N
Rate Explanation: The Port Authority of Guam does not charge indirect costs to its Federal programs.
The Port Authority of Guam (the Authority) is a component unit of the Government of Guam
created by Public Law 13-87 as an autonomous agency of the Government of Guam. Only the
transactions of the Authority are included within the scope of the Single Audit.

ended September 30, 2023. The information in this Schedule is presented in accordance with the
requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative
Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).
Because the Schedule presents only a selected portion of the operations of the Authority, it is not
intended to and does not present the net position, changes in net position or cash flows of the
Authority.
