Title: Basis of Accounting Accounting Policies: The accompanying Schedule of Expenditures of Federal Awards (Schedule) presents the activity of all federal award programs of Macon County, Illinois for the year ended November 30, 2023. The County includes expenditures in its Schedule of Expenditures of Federal Awards for all federal programs administered by the same funds, agencies, boards, and commissions included in the County’s reporting entity used for its basic financial statements. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). The County financial reporting entity, as defined in Note 1 to the basic financial statements, consists of the activities of the County and its discretely presented component units. The Schedule includes all federal awards received directly from federal agencies as well as federal financial awards passed through other agencies. The component units included in the financial statements did not receive federal awards during the year. De Minimis Rate Used: Y Rate Explanation: The auditee used the de minimis cost rate. Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance. Under these principles, certain types of expenditures are not allowable or are limited as to reimbursement. Negative amounts shown on the Schedule represent adjustments or credits made in the normal course of business to amounts reported as expenditures in prior years. Pass-through entity identifying numbers are presented where available. The underlying accounting records for some grant programs are maintained on the modified accrual basis of accounting. Under the modified accrual basis, revenues are recorded when susceptible to accrual, i.e., both measurable and available. Available means collectible within the current period or soon enough thereafter to be used to pay liabilities of the current period. Expenditures are recorded when the liability is incurred. The accounting records for other grant programs are maintained on the accrual basis, i.e., when the revenue has been earned and the liability is incurred.

The County includes expenditures in its Schedule of Expenditures of Federal Awards for all federal programs administered by the same funds, agencies, boards, and commissions included in the County’s reporting entity used for its basic financial statements. Noncash food instruments - As an agent of the Illinois Department of Human Services, the County determines eligibility of individuals participating in the State of Illinois’ Special Supplemental Nutrition Program for Women, Infants and Children (WIC). The State then issues non-cash food instruments to eligible beneficiaries that do not go to the County, but rather to the third-party beneficiaries. As such, the State has the reporting requirements related to these non-cash food instruments; therefore, no amount is included in the schedule. There were no federal awards expended in the form of insurance in effect during the year, or loans or loan guarantees, including interest subsidies outstanding at year end.

The categorization of expenditures by program included in the schedule is based on the Assistance Listing Numbers. Changes in the categorization of expenditures occur based on revisions to the assistance listing. When preparing the Schedule of Expenditures of Federal Awards, the County uses the most current information available from pass-through entities to determine whether funding is state or federal. Due to a different fiscal year than some pass-through entities, situations can arise where funding reported as federal is ultimately determined to be nonfederal and vice versa. Under these circumstances, the reclassified amount is reported on the current year Schedule of Expenditures of Federal Awards.
