The City utilizes the modified accrual method of accounting for General, Special Revenue and Capital Projects funds and accrual basis of accounting for Enterprise funds. The accompanying Schedule of Expenditures of Federal Awards (SEFA) is presented in accordance with the requirements of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Therefore, some amounts presented in the Schedule of Expenditures of Federal Awards may differ from amounts presented in, or used in, the presentation of the City’s basic financial statements. Schedule of Expenditures of Federal Awards The accompanying Schedule of Expenditures of Federal Awards presents the activity of all federal financial assistance programs of the City. Federal financial assistance received directly from federal agencies as well as federal financial assistance passed through the State of California and County of Alameda, California are also included in the Schedule of Expenditures of Federal Awards. The Schedule of Expenditures of Federal Awards was prepared only from accounts of various grant programs and, therefore, does not present financial position or results of operations of the City. De Minimis Rate Used: N Rate Explanation: The City did not elect to use the 10% de minimis indirect cost rate as allowed under the Uniform Guidance, and currently does not charge any indirect costs to federal programs. The City was incorporated on January 26, 1959, as a General Law city and operates under a Council- Manager form of government. The City Council consists of five elected members. The following services are provided by the City to its citizens: public safety, highways and streets, culture and recreation, public improvements, planning and zoning, transit, and general administrative services.
