The financial statements of certain subsidiaries and affiliates included in the consolidated financial statements were not audited in accordance with Government Auditing Standards as they are not subject to the requirements under Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards ("Uniform Guidance").
