Title: BASIS OF PRESENTATION Accounting Policies: a) Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in OMB Circular A-122, Cost Principles for Non-Profit Organizations, wherein certain types of expenditures are not allowable or are limited as to reimbursement. b) Pass-through entity identifying numbers are presented where available. c) Matching costs, i.e., the non-federal share of certain program costs, are not included in the accompanying schedule. d) South Carolina Association for Community Economic Development has not elected to use the 10- percent de minimis indirect cost rate allowed under the Uniform Guidance.
