Expenditures reported in the Schedule are reported on the modified accrual basis of accounting. The expenditures in the Schedule are recognized in accordance with the cost principles of Title 2 U.S. Code of Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Negative amounts shown on the Schedule represent adjustments or credits made in the normal course of business to amounts reported as expenditures in prior years. Research and development programs are presented by federal agency and major subdivision within the federal agency. Pass through programs are presented by pass through entity name and identifying number. Assistance Listing Numbers (ALN) are presented for those programs for which such numbers are available. De Minimis Rate Used: N Rate Explanation: Health Plans and Hospitals have negotiated Facilities & Administration rates from the Division of Cost Allocation.
