BASIS OF PRESENTATION Accounting Policies: Expenditures reported on the Schedule are reported on the modified cash basis of accounting, which is a comprehensive basis of accounting other than accounting principles generally accepted in the United States of America. The cash basis of accounting only recognizes cash and no liabilities are recognized. All transactions are recognized as either cash receipts or cash disbursements, and noncash transactions are not recognized. The modifications to the cash basis are to recognize transactions from credit cards and payroll liabilities. De Minimis Rate Used: N Rate Explanation: Rate not used The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal grant activity of North Central NCDHD Health Department under programs of the federal government for the year ended June 30, 2023.
