Accounting Policies: The accompanying Schedule of Expenditures of Federal Awards includes the activity of all federal grants of Livingston County, Illinois, under programs of the federal government for the year ended November 20, 2023. Federal awards received directly from federal agencies, as well as federal awards through other government agencies are included on the schedule. The information in this schedule is presented in accordance witht he requirements of Office of Management and Budget Uniform Administrative Requirements, Cost Principles, and Audit requirements of Federal Awards. Because the schedule presents only a selected portion of the operations of Livingston County, Illinois, it is not intended to and does not present the financial position, changes in net position, or cash flows of Livingston County, Illinois. The accompanying Schedule of Expenditures of Federal Awards is presented using the modified accrual basis of accounting. Expenditures are recognized following the cost principles contained in OMB Circular A-87, Cost Principles for State, Local, and Indian Tribal Governments, wherein certain types of expenditures are not allowable or are limied as to reimbursement. Negative amounts shown on the schedule represent adjustments or credits made in the normal course of business to amounts reported as expenditures in prior years. Pass-through entiity identifying numbers are presented where available.
