Title: SUBRECIPIENTS Accounting Policies: BASIS OF PRESENTATION The accompanying schedules of expenditures of federal awards and state financial assistance, include the federal and state grant activity of Northwest New Jersey Community Action Program, Inc (Norwescap entities) and Subsidiaries’ and are presented on the accrual basis of accounting. The information in the schedules is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and New Jersey Office of Management and Budget Circular Letter 15-08. Therefore, some amounts presented in these schedules may differ from amounts presented in, or used in the preparation of, the consolidated financial statements. De Minimis Rate Used: N Rate Explanation: The Norwescap entities did not elect to use the de minimis cost rate when allocating indirect costs to programs. The Norwescap entities is operating under an approved cost allocation plan. During the year ended August 31, 2023, the Norwescap entities did not provide any funds relating to their programs to subrecipients.
