De Minimis Rate Used: N Rate Explanation: CJE has elected not to use the 10 percent de minimis indirect cost rate allowed under the Uniform Guidance. Management used the indirect rate noted in the grant agreements and caps the indirect rate at 10 percent. The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of Council for Jewish Elderly and Subsidiaries (CJE) under programs of the federal government for the year ended June 30, 2023. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of CJE, it is not intended to and does not present the financial position, changes in net assets, or cash flows of CJE.

A subsidiary of CJE has a mortgage loan guaranteed by the U.S. Department of Housing and Urban Development, which had an outstanding balance of $6,348,251 at June 30, 2023. This loan is subject to a standalone audit of Swartzberg House, LLC, HUD Project No. 071-11105 under the requirements described in the Consolidated Audit Guide for Audits of HUD Programs and is therefore excluded from the schedule.
