Accounting Policies: NOTE A BASIS OF PRESENTATION The accompanying schedule of expenditures of federal awards (the schedule) includes the federal program activity of the district under programs of the federal government for the year ended August 31st of 2023. The information in this schedule is presented in accordance with requirements of Title 2 to US Code of Federal Regulations part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements For Federal Programs ( Uniform Guidance). Because the schedule presents only a selected portion of the operations of the district it is not intended to and does not present the financial position, changes in the assets, or cash flow of the district. NOTE B SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES 1. Expenditures reported on this Schedule on are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance wherein certain expenditures are not allowable or are limited as to reimbursement. For all Federal Programs, the district uses the fund type specified in Texas Education Agencies Financial Accountability System Resource Guide. Special revenue funds are used to account for resources restricted to, or designated for, specified purposes by a grantor. Federal and State financial assistance generally is accounted for in a special revenue fund. 2. The accounting and financial reporting treatment applied to a fund is determined by its measurement focus. All federal grant funds were accounted for in a special revenue fund which is a governmental fund type. With this measurement focus, only current assets and current liabilities and the fund balances are included on the balance sheet. Operating statements of these funds present increases and decreases in net current assets. All federal grant funds with the exception of the Impact Aid and indirect cost revenues were accounted for in a Special Revenue Fund, which is a Governmental Fund Type. The modified accrual basis of accounting is used for the Governmental Fund Types. This basis of accounting recognizes revenues in the accounting period in which they become successful to accrual, i e both measurable and available, and expenditures in the accounting period in which the fund liability is incurred, if measurable. Federal grant funds are considered to be earned to the extent of expenditures made under the provisions of the grant, and, accordingly, when such funds are received, they are recorded as deferred revenues until earned. NOTE C-INDIRECT COST RATES  The district has elected to not use the 10 percent de mininis indirect cost rate as allowed under the Uniform Guidance. NOTE D-SUBRECIPIENTS  The district provided no federal awards to the subrecipients during the year ended August 31, 2023.
