De Minimis Rate Used: N Rate Explanation: The auditee did not use the de minimis cost rate. The accompanying schedule of expenditures of federal awards is prepared on the basis ofmodified cash receipts and disbursements. Accordingly, receipts are recognized when cashis received and disbursements are recognized when cash is disbursed. Such expendituresare recognized following the cost principles contained in Uniform Guidance, wherein certaintypes of expenditures are not allowable or are limited as to reimbursement.
