Title: Subrecipients Accounting Policies: The accompanying Schedule of Expenditures of Federal Awards (the Schedule) was prepared on the accrual basis of accounting. Grant awards are recorded as revenue when the criteria for earning the revenue is met, generally when the expenditure of grant funds is made. Grant expenditures are recorded when the liability is incurred. The information in this schedule is presented in accordance with the requirements of the Code of Federal Regulations Title 2, Grants and Agreements, Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, Subpart F, Audit Requirements, Section 200.502, Basis for Determining Federal Awards Expended. Administrative costs are included in the reported expenditures to the extent such costs are included in the federal financial reports used as the source for the data presented. ACOI has not elected to utilize the 10% de minimis indirect cost rate in Part 200.514 of the Uniform Guidance.
