Title: Commodities Accounting Policies: Basis of AccountingThe accompanying schedule of expenditures of federal awards (the schedule) includes thefederal award activity of the Allen Parish School Board under programs of the federal government forthe year ended June 30, 2022. The information in this schedule is presented in accordance with therequirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform AdministrativeRequirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).Because the schedule presents only a selected portion of the operations of the Allen Parish SchoolBoard, it is not intended to and does not present the financial position, changes in net position, or cashflows of the Allen Parish School Board.Summary of Significant Accounting PoliciesExpenditures reported on the Schedule of Expenditures of Federal Awards are reported on themodified accrual basis of accounting. Such expenditures are recognized following the cost principlescontained in the Uniform Guidance, wherein certain types of expenditures are not allowable or arelimited as to reimbursement. Pass-through identifying numbers are presented where available.The Allen Parish School Board has not elected to use the 10 percent de minimus indirect costrate as allowed under the Uniform Guidance. De Minimis Rate Used: N Rate Explanation: The auditee did not use the de minimis cost rate. The commodities received, which are noncash revenues, are valued using pricing provided by the United States Department of Agriculture.
