Title: Program Clusters Accounting Policies: Expenditures reported on the Schedule of Expenditures of Federal Awards is reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. De Minimis Rate Used: N Rate Explanation: The auditee did not use the de minimis cost rate. Certain program clusters (Food Distribution Cluster, WIOA Cluster, and Aging Cluster) were treated as single programs for determining major programs.

Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. De Minimis Rate Used: N Rate Explanation: The auditee did not use the de minimis cost rate. As a result of information obtained during 2022, adjustments to the beginning receivable (deferral) balances were necessary for various CFDAs. Total adjustments were in the amount of $91,751.
