Title: Food Distribution Accounting Policies: Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Federal Register 2 CFR, Part 230, Cost Principles for Non-Profit Organizations, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Pass-through entity identifying numbers are presented where available. The Organization has not elected to use the 10% de minimis indirect cost rate as allowed under the Uniform Guidance. De Minimis Rate Used: N Rate Explanation: The auditee did not use the de minimis cost rate. Non-monetary assistance is reported in the schedule at the fair market value at the time of donation of the commodities disbursed. The value per pound used to determine the fair market value is the value provided by the pass-through agency or, if a value is not provided, an estimate of $1.92 per pound based on an independent auditor of Feeding America. Their report dated June 23, 2022 outlined the procedures used in determining the per pound values. RSM US L.L.P. is an auditing firm independent of Feeding America and the Organization.

Such expenditures are recognized following the cost principles contained in the Federal Register 2 CFR, Part 230, Cost Principles for Non-Profit Organizations, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Pass-through entity identifying numbers are presented where available. The Organization has not elected to use the 10% de minimis indirect cost rate as allowed under the Uniform Guidance. De Minimis Rate Used: N Rate Explanation: The auditee did not use the de minimis cost rate. The expenditures of $158,680 noted on the schedule of expenditures of federal awards for grants for prevention and treatment of substance abuse consist of Federal, State, and Local dollars. The Federal allocation was not able to be determined as of September 30, 2022. Accordingly, the entire amount was audited as Federal dollars.
