The information in this schedule is presented in accordance with the requirements of 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), Subpart F, Section 510(b). De Minimis Rate Used: N Rate Explanation: The auditee did not use the de minimis cost rate. The City generated $31,675 of program income under the Community Development Block Grant (CDBG) Entitlement Program and $280,293 under the Child Nutrition Cluster during fiscal year 2022.

The information in this schedule is presented in accordance with the requirements of 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), Subpart F, Section 510(b). De Minimis Rate Used: N Rate Explanation: The auditee did not use the de minimis cost rate. Expenditures for the Disaster Grants (Presidentially Declared Disasters) under Assistance Listing Number 97.036 are recorded on the Schedule of Expenditures of Federal Awards (SEFA) when (1) FEMA has approved the Project Worksheet (PW), and (2) the City has incurred the eligible expenditures. If the City incurs eligible expenditures in prior fiscal years and FEMA approves the Citys PW in a subsequent fiscal year, the City recognizes those eligible expenditures in the SEFA year that corresponds to the FEMA approval. During fiscal year 2022, the City incurred expenditures related to the Presidentially Declared Disaster Winter Storm in January 2022, however, the Project Worksheet was not approved by FEMA until fiscal year 2023. Therefore, the City will recognize $245,413 of the eligible expenditures on the fiscal year 2023 SEFA.
