Title: RELATIONSHIP TO FEDERAL FINANCIAL REPORTS
Accounting Policies: The accompanying Schedule of Expenditures of Federal Awards presents all applicable federal awardprograms of the Education Service Center Region 13. The Service Centers reporting entity is describedin Note 1 of the basic financial statements. Federal awards received directly from federal agencies, aswell as federal awards passed through other government agencies, are included in the Schedule ofExpenditures of Federal Awards. The expenditures on the accompanying Schedule of Expenditures of Federal Awards are presented usingthe modified accrual basis of accounting. Under the modified accrual basis of accounting, revenue isrecognized in the accounting period in which they become available and measurable, and expendituresin the accounting period in which the fund liability is incurred, if measurable.

Grant expenditure reports as of August 31, 2022, which have been submitted to grantor agencies will, insome cases, differ slightly from amounts disclosed herein. The reports prepared for grantor agencies areoften prepared at different dates and sometimes reflect refined estimates of year-end accruals. Thereports will agree at termination of the grant, as the discrepancies noted are timing differences.
