Title: Basis of Presentation
Accounting Policies: The accompanying Schedule of Expenditures of Federal Awards includes all federal grants of the Organization which had expenditures during fiscal year 2023 on the accrual basis of accounting. This schedule has been prepared in accordance with accounting principles generally accepted in the United States of America, except for the effects of not capitalizing and depreciating the cost of equipment and property, including non-specialized skill volunteer time in the value of in-kind contributions, and including encumbrances as expenses and except for the effects of such adjustments as would be necessary if detailed fixed asset records were available. Such expenditures are recognized following the cost principals contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.

Rate Explanation: The Organization charges only direct costs to federal award programs and has not negotiated an indirect cost rate with grantors or elected to use the 10% de minimus indirect cost rate as allowed under the Uniform Guidance.
The schedule of expenditures of federal awards (the Schedule) includes the federal grant activity of Head Start of Washington County, Inc. under programs of the federal government for the year ended January 31, 2023. The information in the Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). The Schedule presents only a selected portion of the operations of Head Start of Washington County, Inc. Therefore, it is not intended to and does not present the financial position, changes in net assets, or cash flows of the Organization. Pass-through entity identifying numbers are presented where available.

Single audit testing procedures were performed for program transactions occurring during the fiscal year ended January 31, 2023.

During the year ended January 31, 2023, the Organization received donated COVID-19 test kits with an estimated fair value of $1,590. These test kits were originally purchased with federal funding and passed through several governmental and non-profit agencies before being donated to the Organization.
