The information in the SEFA is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the SEFA presents only a selected portion of the operations of WN, it is not intended to and does not present the financial position, changes in net assets or cash flows of WN. Expenditures under the United States Agency for International Development’s cooperative agreements are reported on the SEFA on the accrual basis of accounting, consistent with WN’s basic financial statements. De Minimis Rate Used: Y Rate Explanation: The amounts expended include an indirect cost recovery using the de minimis rate of 10% of modified total direct costs.
