Accounting Policies: Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. The Project has not elected to use the 10-percent de minimis indirect cost rate as allowed under the Uniform Guidance. Finding Details

Management agrees with the finding. The replacement reserve deficiency will be funded in the amount of $59. Management will ensure that the replacement reserve deposits are made on a timely basis in the future.
According to HUD Handbook 4370.2, repayment of owner advances may only be made from surplus cash. Prior HUD approval is required for an owner to receive repayment when the project is in a non-surplus cash position.
