Title: Relationship to Federal and State/ Financial Reports
Accounting Policies: (a) Reporting Entity
The Schedule of Expenditures of Federal Awards and Schedule of Expenditures of State Awards (the Schedules) includes the activity of all federal and state programs administered by Recovery Resource Council (the Council). The Council’s organization is defined in Note 1 of the Council’s basic financial statements. All federal and state awards received directly from federal and state agencies, as well as awards passed through other government agencies, have been included in the accompanying Schedules.
(b) Basis of Presentation
The Schedules present total federal and state awards expended for each individual program in accordance with the Uniform Guidance and the State of Texas Single Audit Circular.
(c) Basis of Accounting
The expenditures for each of the federal and state financial assistance programs are presented on the accrual basis of accounting, which is defined in Note 2 of the Council’s basic financial statements. Separate accounts are maintained for the different awards to aid in the observance of limitations and restrictions imposed by the funding agencies.
De Minimis Rate Used: Y
Rate Explanation: The Council has elected to use the 10% de minimus indirect cost rate for the major program tested during the year but continues to use the rates individually negotiated with its grantors for other programs not tested this year.
The amounts reported in the financial reports agree with the amounts reported in the accompanying Schedule which is prepared on the basis explained in Note 2 of the Council’s financial statements.
