Accounting Policies: Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance and/or OMB Circular A-87, Cost Principles for State, Local and Indian Tribal Governments, wherein certain types of expenditures are not allowable or are limited as to reimbursement. De Minimis Rate Used: N Rate Explanation: Northeastern Vermont Development Association has elected not to use the 10 percent de minimis indirect cost rate as allowed under the Uniform Guidance.

Three procurement contracts were reviewed out of a population of three. It was determined that one of the contracts reviewed did not include any of the required contract provisions and one contract did not include the contract provision for suspension and debarment. The two contracts lacking the suspension and debarment contract provision also did not include either the SAM exclusion check or a suspension and debarment certification from the vendor. This was a not a statistically valid sample.
