County’s reporting entity is defined in Note 1 of the basic financial statements. All expenditure of federal
awards received directly from federal agencies as well as federal awards passed through other government
agencies are included in the schedule.

In July 2016, the County entered into two federal loan agreements with the United States Department of
Agriculture totaling $15,000,000. The loans are part of the Community Facilities Loans and Grant Program –
CFDA 10.766. The total of loans outstanding at June 30, 2023 is $13,259,503.
